The subscription is only one part of what Odoo costs. Here is how UAE companies should build a realistic, multi-year Odoo budget before signing anything.
Odoo ERP cost in the UAE is best judged as total cost of ownership over three to five years, not just the per-user subscription. Implementation, data migration, integrations, training, support, internal staff time and post-go-live changes such as e-invoicing all add to the budget, and scope and data quality drive the total more than headcount does.
When a UAE business asks about Odoo ERP cost, the first number it usually finds is the per-user subscription on Odoo's website. That number is real, but over five years it is often not the largest line in the budget. Implementation, data migration, integrations, training, support and the hours your own staff spend on the project all add up, and they vary far more from company to company than the licence does.
We prefer to talk about total cost of ownership: everything you will spend to get Odoo live and keep it useful for three to five years. Thinking this way stops two common mistakes. One is choosing a cheaper option that needs heavy custom work. The other is under-budgeting the year after go-live, when new branches, new reports and the UAE's e-invoicing rollout all need attention.

Document how quotes, purchases, stock, billing and payroll work today. Cost follows scope, and scope cannot be priced until it is written down.
Implementation, migration and initial training are one-time. Subscription, hosting, support and upgrades recur. Track them in different columns.
Add expected user growth, new entities and known regulatory changes such as e-invoicing. A five-year view often changes which edition or hosting looks cheapest.
Data surprises and late requirements are normal. Hold a contingency line and agree in advance who can approve spending it.
