What confuses most buyers is not the per-user rate but the plan rules. Odoo has a free one-app option, a Standard plan and a Custom plan. Moving from Standard to Custom is triggered by specific needs, such as multi-company, Studio, the external API or hosting on Odoo.sh or your own servers. A Dubai holding company with a free zone subsidiary can find itself on Custom on day one without realizing why. Equally, a single-entity retailer in Ajman may pay for Custom when Standard would have covered everything it needs.

Work through these questions in order. The first yes usually settles the plan.
If you only need CRM or only Invoicing for now, One App Free can be a low-risk start. As soon as you add a second app, you move to a paid plan.
A mainland LLC and a free zone entity, or companies in different emirates under separate licences, need multi-company. That means the Custom plan.
Ecommerce stores, logistics portals and e-invoicing connectors often need the external API. If they do, plan for Custom.
If configuration and Odoo's standard apps cover your needs, Standard keeps cost down. If you need a custom module, you need Custom with Odoo.sh or on-premise hosting.
Yearly billing is usually cheaper per user, while monthly gives flexibility during a pilot. Many clients start monthly during implementation and switch at go-live. Ask whether any first-year promotional rate applies and what the renewal rate will be, so year two does not come as a shock.

UAE VAT tools in Odoo Accounting are available on paid plans. Plan choice does not change VAT support, but multi-entity VAT groups may push you to Custom for multi-company.
Qualifying Free Zone Persons often keep the free zone entity separate from mainland operations. Running both in one Odoo database needs multi-company, so price the Custom plan.
Exchanging PINT AE invoices with an Accredited Service Provider may rely on API access or a custom connector. Check this before choosing Standard, and check the latest Ministry of Finance and FTA guidance on mandate dates.
Payroll with the UAE localization is part of Enterprise, so it is available on Standard and Custom. Budget payroll users like any other internal user.
