Paper allocation sheets and gate punches rarely agree. Construction timesheets in the ERP record who worked, where and on which activity, once, for both payroll and project cost.
Construction companies in the UAE record crew time by having the foreman enter hours for the whole crew on a phone or tablet, split by activity and cost code with idle time reasons, then compare them with gate biometric punches. After the site engineer approves, one record feeds overtime and WPS payroll and posts costed hours to the project, keeping payroll and job cost aligned.
Construction timesheet software in the UAE has to deal with something office timesheet tools do not: crews of twenty or forty workers, many without smartphones, moving between activities during the day on sites with poor signal. On most projects the gate biometric records arrival and departure, while the foreman writes the crew's allocation on a paper sheet at the end of the shift: so many hours on blockwork level 3, so many on plastering, two hours waiting for material.
That sheet is typed into Excel by a timekeeper days later, checked against the gate punches, and then sent separately to payroll and to the QS. The two copies drift apart. Payroll pays overtime that the project never saw, and the cost report shows labor hours that do not match what was paid. Idle time caused by late deliveries or the summer midday break disappears into productive codes.
This page focuses on capturing, approving and posting hours. Planning which workers go to which site is covered in construction workforce management, and general office and consulting time recording in project timesheet software.

These are the gaps between what happened on site and what reaches payroll and the cost report.
A worker shows ten hours at the gate but eight on the foreman's sheet. Someone resolves it in Excel without an audit trail.
Crews are booked to the project as a whole, so the QS cannot see whether formwork or finishing is running over its labor allowance.
Overtime is worked first and justified later. Payroll pays it, but nobody checks it against the program or the budget.
Waiting for concrete, rain, heat stoppages or permit delays are booked as productive work. The real cause of low productivity is lost, and so is the basis for a delay claim.
The timekeeper types the same hours for payroll and for job costing. Errors creep in and month-end closes late.
Hours for supplied labor are taken from the agency's own sheets, with no independent record to check invoices against.
The foreman records, the engineer approves, and the system distributes the hours.
One shared database: every step updates stock, finance and reports in real time.
Timesheets sit between HR, payroll and projects; each module uses the same approved hours.
Foreman selects the crew, activity and cost code, then enters hours for everyone at once rather than one by one.
Gate punches imported so allocated hours can be compared with time on site.
The project's WBS and cost codes, filtered so the foreman only sees relevant activities.
Daily approval by the site engineer, with exceptions such as overtime escalated to the project manager.
Approved normal and overtime hours flow into payroll and the WPS salary file.
Hours costed at standard or actual labor rates and posted to project cost codes.
Optional plant hours recorded on the same sheet for machines operated by the crew.
Hours per unit of output, such as square meters of blockwork, compared with the estimate.

Approved hours become a weekly view of labor use and productivity by activity.
Each platform records time against projects; crew entry and gate reconciliation usually need configuration. Confirm for your edition.

The fewer times hours are typed, the more reliable they become.
Timesheets are evidence for pay and cost. Confirm current labor rules with MOHRE and your advisors.
Approved overtime must reach payroll and the WPS Salary Information File. Overtime premiums follow the UAE Labour Law; configure them per contract type.
Shift rules should reflect normal working hours limits and the summer midday outdoor work break announced by MOHRE each year.
Timesheets support payroll, cost of sales and delay claims. Keep them with approval history for at least 5 years.
Biometric data is sensitive personal data under the UAE PDPL. Limit access and document why it is collected.

These outcomes depend on daily discipline at site level.
Payroll and job cost use the same approved record, so they reconcile.
Overtime is approved before payroll, not explained afterwards.
Delay causes are recorded with reasons, supporting productivity reviews and claims.
Actual hours per unit feed the norms used in the next tender.
Typical ranges; foreman adoption is the main factor.
Durations are typical ranges; your plan is agreed after discovery.
Agree activities, cost codes and idle reason codes per project type.
Connect gate terminals or mobile attendance and map employees.
Configure crew timesheets, approvals and overtime rules.
Train foremen on one site and reconcile with payroll in parallel.

Ask an ExpertUsually not on construction sites. The foreman or charge hand enters hours for the whole crew, and the gate terminal provides independent attendance. Staff engineers may enter their own time.
The system compares time on site with allocated hours per worker and flags differences above a tolerance. The site engineer resolves them before approval, so payroll receives clean data. See biometric attendance integration for the device side.
Yes. Supplied workers can be recorded on the same crew sheets, which gives an independent count to check against the agency's invoice and the subcontractor records.
Idle time with reason codes, dated and approved daily, shows when and why crews could not work. Combined with correspondence, this supports extension of time and cost claims.
Costed hours post to the same codes as the labor budget, so overruns show weekly. That feeds construction budget control and the monthly cost-to-complete forecast.
If you already use Zoho, Zoho Projects and Zoho People cover the basics. Odoo and ERPNext give one suite for timesheets, payroll and projects. We implement all four; the construction project management ERP overview helps compare them.
