Twenty users means departments, managers and handoffs between them. The ERP now has to carry workflow, not just records.
A 20-user company in the UAE needs an ERP that carries workflow between departments, not just records. Typical needs are order-to-cash and procure-to-pay flows, inventory and warehouse control, multi-company accounting for a mainland and free zone entity, HR, leave and WPS payroll, expense claims, CRM pipeline and management dashboards. Zoho, Odoo, ERPNext and Dynamics 365 Business Central can fit, depending on processes.
An ERP for a 20 user company in the UAE is usually the first system that has to serve departments rather than individuals. A typical company at this size has a finance team of two or three, a sales manager with four to six salespeople, a procurement officer, a warehouse supervisor with storekeepers, an HR and admin officer, and a general manager who wants weekly numbers without asking for them.
Many have also split into two legal entities: a mainland company for local trade and a free zone company for import, re-export or a regional license. Some run a service or installation team that needs job cards, and a few do light assembly. Each department now hands work to another, and those handoffs are where errors and delays hide.
This is also the size where platform choice starts to have long-term consequences. A system picked for five users can strain here, and a system picked for twenty should still work at fifty. If you expect fast growth, read the 50-user company guide alongside this one.

Most issues at this size come from handoffs between teams rather than from any single department.
Sales confirms orders the warehouse cannot pick, and dispatch learns about urgent orders by phone. Delivery notes and invoices drift apart.
Purchase requests, leave and expense claims are approved in email threads. Nobody can see what is waiting or for how long.
Intercompany sales between the free zone and mainland companies are keyed twice and rarely reconcile at month-end.
Finance waits for stock counts, accruals and expense claims from other teams before it can close, so management sees last month's numbers late.
The general manager's weekly pack is assembled in Excel from three systems, and each version disagrees slightly.
Nobody is formally responsible for master data, users or settings, so item codes and customer records multiply.
At twenty users, workflow depth, multi-company support and admin effort start to separate the platforms. We implement all four and recommend by fit.
| Zoho | Odoo | ERPNext | Dynamics 365 | |
|---|---|---|---|---|
| Typical edition | Zoho One across departments, with Zoho Creator for gaps | Odoo Enterprise, often on Odoo.sh if customization is planned | ERPNext with HRMS on managed or self-hosted servers | Business Central Essentials or Premium, with Team Members for approvers |
| Multi-company | Separate organizations per entity; consolidation usually through reporting | Multi-company in one database with intercompany rules | Multi-company in one site with intercompany documents | Multiple companies in one tenant; intercompany postings supported |
| Workflow and approvals | Approval rules per app, Blueprint in CRM, Zoho Flow across apps | Approvals in purchase, expenses and leave; Studio for custom flows | Workflow builder on any document type | Approval workflows for documents, with Power Automate for more |
| Admin effort | Low to moderate; a power user can manage it | Moderate; a trained in-house admin is advisable | Moderate to high without partner support | Moderate; partner support usual |
| Fits best when | Sales and service-heavy business wanting one suite | Trading, distribution or assembly with complex stock | Cost-sensitive firm with some in-house technical skill | Finance-led company in a Microsoft environment |
| Watch-outs | Data spread across apps needs good integration design | Custom modules add upgrade work | Partner and hosting quality decide the outcome | Add-on apps for UAE payroll and some local needs may be required |
Indicative fit only. Confirm editions and licensing for your exact needs.
Prioritize the handoffs between departments and the controls finance needs to close on time.
Quotation, sales order, pick, delivery note and invoice as linked documents so sales, warehouse and finance see the same order.
Purchase request, approved PO, GRN and three-way matched bill, with approval limits by amount.
Locations, bins where needed, transfers and periodic cycle counts instead of a single annual count.
Separate ledgers per entity with intercompany invoices that post on both sides.
Employee records, visa and Emirates ID expiry alerts, leave, and payroll that produces data for the SIF.
Staff submit claims with receipts on mobile; managers approve; finance posts with correct input VAT.
Leads, opportunities and activities so the sales manager can forecast instead of guessing.
Sales, margin, receivables, stock and payroll cost in one view per department head.
Typical ranges. A single-phase rollout of finance, sales, purchasing and inventory often takes two to three months; HR and payroll can follow as a second phase.
Durations are typical ranges; your plan is agreed after discovery.
Workshops per department, a process map for order-to-cash and procure-to-pay, and an agreed approval matrix.
Companies, chart of accounts, VAT, warehouses, workflows, document templates and roles.
Master data clean-up, opening balances per entity, and links to bank, e-commerce or other systems.
Department-level testing, a full end-to-end test across teams, and train-the-trainer sessions.
Support through the first month-end close and the first VAT return on the new system.
HR and payroll, CRM depth or a custom app, once the core is stable.
These outcomes depend on process ownership as much as software.
Linked documents mean the warehouse picks exactly what sales confirmed and finance invoices what was delivered.
Managers see pending requests in one list and requesters can see where theirs is waiting.
Accruals, stock and expenses are already in the system, so finance closes without chasing other teams.
Department heads and the general manager read from the same data instead of competing spreadsheets.

Still have a question? Our consultants are happy to help.
Ask an ExpertNot a full-time one, but you need a named system owner, often in finance or operations, who manages users, master data and small settings changes. Without one, data quality slides within months.
Set them up as separate companies with their own ledgers and tax settings, and record intercompany transactions on both sides. Our intercompany accounting guide covers the flow. Confirm VAT and corporate tax treatment with your advisor.
Purchase orders by amount, sales discounts above a limit, expense claims and leave. These four cover most of the daily friction. See ERP for purchase approval for a worked example.
For many sales and service businesses, yes. Where warehouse operations, manufacturing or multi-company accounting are central, Odoo, ERPNext or Business Central may fit better. A short fit assessment with your own scenarios settles it.
Now. Corporate tax applies to financial years starting on or after 1 June 2023, so your chart of accounts should separate non-deductible expenses and support the return. Our page on ERP for corporate tax compliance lists what to configure; confirm treatment with your tax advisor.
